This seminar will examine the relationship of the New Deal to the American political tradition. It will focus particular attention on Franklin Roosevelt's reformulation of the ends of American government through his call for a second Bill of Rights. What is the relationship between the first Bill of Rights and the second Bill of Rights? Is the second Bill of Rights consistent with notions of limited government and constitutional rule? These questions will be explored through an analysis of the New Deal and its legacy for the American regime.

Donald R. Brand is an Associate Professor of Political Science and Chairman of the department at College of the Holy Cross. He teaches courses in the American Presidency, the U.S. Congress, and public administration. Dr. Brand is the author of Corporatism and the Rule of Law: A Study of the National Recovery Administration, and of numerous articles in edited volumes and political science journals. He received his M.A. and Ph.D. in political science from the University of Chicago and his B.A. in political science from Williams College.
